IAG JAPAN OCT 2021 10 MACAU AND GUANGDONG TO JOINTLY GOVERN HENGQIN マカオと広東省　横琴島を共同で管理へ THE GOVERNMENTS of the Macau SAR and Guangdong Province will jointly govern the 106 square kilometers of land comprising Hengqin as part of a plan to deepen cooperation in order to facilitate the economic diversification of Macau. According to details of the “Master Plan of the Development of the Guangdong- Macao Intensive Cooperation Zone in Hengqin”, a joint management committee will be formed and headed by the Governor of Guangdong Province and the Chief Executive of the Macau SAR. An executive committee will be set up under the management committee, and the SAR government will appoint the principal officers for the executive committee. The strategic positioning of the cooperation zone is a new platform for facilitating the moderate economic diversification of Macau, a new space for Macau residents to live and work, a new enriched showcase for implementing “One Country, Two Systems” and a new seat from which to promote development of the Greater Bay Area. Setting a series of development goals, Hengqin is expected to help build a smooth mechanism of mutual discussion, joint construction, joint administration and shared benefits between Guangdong and Macau by 2024. It is hoped the zone will highly synergise with Macau’s economy and establish a system for in-depth cohesion and regulations that closely match those of Macau by 2029. The idea, it seems, is to diversify Macau away from its current reliance on gaming, which currently contributes more than 85% of all tax revenue taken in by the government each year. This also fits in with China’s recent crackdown on cross- border gambling and those seen to be encouraging Chinese citizens to gamble. The Hengqin cooperation zone will mainly focus on developing four new industrial sectors: “Scientific and Technological Research and High-end Manufacturing Industry”, “Traditional Chinese Medicine and Macau Brand Industry, “Cultural Tourism, Convention and Exhibition and Commercial and Trade Industry” and “Modern Financial Services Industry”. マカオ特別行政区 と広東省政府は、マカ オの経済多様化を促進するために協力を 深める計画の一環として、106平方キロメ ートルの土地を共同で管理することにな った。 9月6日（月）に発表された「横琴島(おう きんとう)における広東省およびマカオの 集中協力区開発マスタープラン」の詳細に よると、広東省知事とマカオ特別行政区の 行政長官をトップとする共同管理委員会 が設置される。同委員会の下には執行委 員会が設置され、マカオ特別行政区政府 は執行委員会の主要な役員を任命する。 協力区の戦略的位置づけは、マカオの 緩やかな経済多様化を促進するための新 たなプラットフォームだ。マカオ市民の生 活と仕事のための新たな空間であり、「一 国二制度」を実施するための充実したショ ーケースであり、粤港澳大湾区の発展を 促進するための新たなベンチマークでも ある。 一連の開発目標を設定した横琴島 は、2024年までに広東省とマカオの間で、 相互協議、共同建設、共同管理、利益共有 の円滑なメカニズムの構築が期待される。 同区は2029年までに、マカオ経済との高 い相乗効果を発揮し、マカオと調和した綿 密な結束と規制のシステムの総合的な構 築が期待される。 この計画は、マカオ政府の税収の85％ 以上を占めるゲーミングに依存した現在 の経済活動からの脱却を目指しているよ うである。これは、中国が最近行っている 越境ギャンブルの取り締まりや、中国国民 にギャンブルを奨励していると見られる人 々の取り締まりにも合致する。 同区では、主に4つの新産業分野の開 発に注力。科学技術研究・ハイエンド製造 業、中国伝統医学・マカオブランド産業、文 化観光・コンベンション・展示会・商業貿易 産業、現代金融サービス産業である。
