According to information published by Nagasaki Prefecture, Casinos Austria finished with 697.0 points under Nagasaki’s RFP scoring system, just ahead of Oshidori International Development in second with 682.8 points and NIKI Chyau (Parkview) Group in third with 667.1 points. The announcement of the winning bid came just four days after Oshidori issued a press release declaring its withdrawal from the IR race in Nagasaki due to what it described as “restrictive and unreasonable rules” and hinting that the process had not been conducted in an “ethical manner”. All three companies had only a week earlier provided their final presentations in Nagasaki city to develop and operate an IR at Huis Ten Bosch, Sasebo City. The prefecture said in its announcement that the process to select a priority partner was conducted with fairness and integrity. Nagasaki Governor Hodo Nakamura added, “We would like to express our sincere gratitude to all entities who participated in our RFP at a time when the world had faced [the COVID-19] pandemic, and for their unique proposals that make use of their own experience and expertise. “We also thank the members of the evaluation committee, each with their own perspective based on their area of expertise, who have taken the time to strictly evaluate the proposals. “Going forward, our next course of action is to come to a master agreement with the priority negotiation rights holder. The prefecture will continue its efforts toward receiving national approval for developing an integrated resort in Nagasaki.” 長崎県は、九州・長崎ＩＲ の設置運営事業者の公募・選定について、 優先交渉権者として、カジノ オーストリア(CASINOS AUSTRIA IN- TERNATIONAL JAPAN)を選定したことを発表した。 審査委員会による評価点は、カジノオーストリアが690.7点、オシ ドリ・コンソーシアムが682.8点、ニキ・チャウフー(パークビュー)グ ループが667.1点であった。 今回の選定事業者の発表は、オシドリが「不合理な制約」「プロ セスが公正公平でなかった」と主張し、撤退を示唆した4日後のこと であった。 全3者は、たった1週間前に長崎県で佐世保市にあるハウステン ボス近接地でのIR開発・運営について最終プレゼンテーションを行 っている。 県は発表の中で、優先交渉権者の選定プロセスは公正かつ公平 に行われたと発表。 長崎県中村法道知事は、「世界的なコロナ禍の中、公募へ参加 いただいた事業者の皆様には、それぞれのノウハウを活かした特徴 のある提案をいただき、心からお礼申し上げます。また、審査委員会 委員の皆様には、財務や観光・交通、ギャンブル依存症対策など、そ れぞれの専門的なお立場から厳正な審査をいただき、深く感謝申 し上げます。今後は、当該事業者との間で基本協定締結に向けた協 議を進めることとしており、国の区域認定を獲得することができるよ う、引き続きしっかりと準備を進めてまいります」と述べている。
