IAG JAPAN JUL 2021 12 MACAU SLOT’S SPORTS BETTING CONCESSION NO LONGER EXCLUSIVE マカオ・スロット社 スポーツベッティングの 独占権失う MACAU’S LONG-TIME monopoly sports betting provider, Macau Slot Co Ltd, has had its concession renewed for three years but will no longer enjoy exclusivity in what amounts to a significant policy shift in the segment. According to a notice in the Official Gazette, Macau SLOT’s betting concession, which expired on 5 June 2021, has been renewed for three years until 5 June 2024. However, the exclusive license the company has held for instant lottery, football and basketball no longer applies, with the Official Gazette stating that Macau SLOT’s concession extension is now on a non-exclusive basis. The addition of a non-exclusivity clause into Macau SLOT’s concession is significant given its long history as the monopoly sports betting operator in the SAR. The company was granted Macau’s only franchise to accept betting on football in 1998, with basketball added two years later. In 2002, when the Macau SAR Government was handing out concessions to casino operators, Macau SLOT was granted Macau’s only sports betting concession – a concession it has held until now. It previously had its exclusive license extended in 2016 for five years. Macau SLOT’s new three-year concession also contains a clause stipulating that the concession can be terminated at any time by order of the Chief Executive should the company be unable to retain its workforce, specifically local workers. An option to “organize and operate other forms of lotteries or mutual betting” pending DICJ approval remains in place. Macau SLOT last year reported a profit of MOP$154.8 million (US$19.3 million) in FY2019, down 30% on 2018. マカオ でスポーツベッティングの提供を長年独占してきたマカオ・ス ロット社は、コンセッションを3年間更新したが独占権を失い、この 分野における重要な方針転換となった。 今週の政府公報に掲載された記事によると、6月5日（土）までと されていた同社のベッティングコンセッションは、2024年6月5日ま で3年間更新された。 しかし、これまで同社が保持していたインスタントロトやサッカー とバスケットボールの独占ライセンスは適用されず、公報には同社の コンセッション延長が非独占ベースで行われると記載されている。 同社のコンセッションに非独占条項が追加されたことは、マカオ 特別行政区でのスポーツベッティング事業者としての長い歴史を考 えると、重要な意味を持つ。 同社は1998年に、マカオで唯一、サッカーのベッティングが可能 なフランチャイズを取得し、2年後にはバスケットボールも追加。マカ オ政府がカジノ事業者にコンセッションを与えていた2002年に、マ カオで唯一のスポーツベッティングのコンセッションを獲得し、現在 に至る。また、2016年には独占権を5年間延長している。 また、同社の3年間の新しいコンセッションには、従業員、特に地 元の労働者を確保できない場合、行政長官の命令により、いつでも コンセッションを終了できるという条項が含まれている。 ゲーミング監察協調局（DICJ）の承認を得て、「他の形態のロッタ リーやミュチュエルベッティングを組織して運営する」という選択肢 も残されている。 同社は昨年、2018年度から30%減の1億5,480万マカオパタカ （約21億2,400万円）の2019年度利益を報告した。
